Despite the fact that his outfit design reminds of Lulu and when colored his colors are similiar to Veigar's, he's an original character, as stated by the artist.
You can see it in his other works mostly because of his skin tone, he's an human, and this is not even an humanization, the shape of his sceptre is different from LOL's ones, so yep, in case you're uncertain about that, this is just a resemblance.
