In the late 90's up to early 2000, detailed panty shots (showing cameltoe and/or clit) only showed up in the borderline hentai show and usually hidden behind DVD/BD only censorship.

Now, detailed panty shots are the norm and some shows even show it in the TV version. Times have been good for the perverted anime watchers.

not really most of the earlier hentais were uncensored, thats pretty rare nowadays but you are right when it comes to ecchi shows

"borderline hentai" is a anime that's incredibly close to being a hentai but not actually a hentai. Aki Sora, Kagaku Na Tasura and Asa Made Jugyō Chu! are good examples. I was only mentioning anime in my comment lol.
Earlier hentai was in fact censored and only became uncensored after being licensed by a company outside Japan. Only a few companies didn't censor their work but usually only showed male genitally while hiding female genitally in a weird yet creative manner. Though showing the labia was common.

Second comment is true, but only because a lot of hentai back then focused more on certain fetishes than now. Now there is a far bigger variety than back then ever had, but that also mean the really hardcore ones are now more rare.

Rating systems have been more lenient overall. Things to be considered extremely violent back then pale in comparison to Saw or Hostel. Also PG movies nowadays are practically G. Exposure overtime just leads to general audiences being desensitized and boundaries progress and can be pushed further. Depictions of violence onscreen has been explored more thoroughly than sexual content however.

Rating systems these days aren't more lenient, they simply focus on different things in different times.

Straight up snuff (on animals) used to be commonplace in movies (watch Benhur, the original '59 version, not the shitty remake). Fast forward to the Youtube era and 'crush videos' are outright ILLEGAL (yes, Congress passed a law and Obama signed it)
