They're biologically incompatible. The orcs don't rape elves to procreate they rape the elves to humiliate and brutalize them, they rape them because there's nothing better than something ugly sexually dominating something beautiful. That's why I enjoy watching women fucked by dogs, it's only more debasing to imagine them being forced to bear puppies in their wombs.

I've never understood why a woman would willingly allow herself to be fucked by a beast, especially a dog; it's essentially voluntary rape for the woman, as the dog doesn't care or know about consent, let alone about her feelings, whether she's in discomfort, hurting, or even sentient--it's such a dehumanizing state.

Orcs can impregnate elves. The orcs rape the elves not only to demonstrate their power against the subdued traumatizing them, but also to procreate with a race that for them is both weaker and physically more appealing, uniting pleasure with usefulness. If the newborn is an orc he\she will be a new warrior of the horde, if the newborn is an elf he\she will be a new slave.
There may be some hybrids, but probably they are quite rare.
