Yeah, the Queen was my first guess too, but I have absolutely no idea if there's any connection. It could just be a similar concept.

Actually, looking at the source and running it through a quick machine translation, its titled "Queen of the sea" and the artist appears to be an English-speaker and not Japanese, so its entirely possible it was at least inspired/based on the boss from TiTs.
