Tactically speaking the mage in front or the second in front is better since he will be able to target attackers ahead without incinerating his allies, and a heavier armed and armored warrior watching the rear so that if there is a surprise attack the mage will have time to move to the back and zap them. the mage can do as much damage as the whole party in the right circumstances, every one else is just support.
