The lines are used in these instances:

-Indicate an older character. Most likely.
-Indicate a meaner character. Her expression and demeanor certainly don't match up to that.
-Indicate the character is very tired. Possible.

-Simply a stylistic choice. We can write this one off, as it's in no way consistent with the rest of the show.

So she's probably Blake's mom. Let's not forget that Mojojo actually worked with RoosterTeeth (albeit just the chibi series, but still).
