This is actually a recolor of comets actual piece, which does have accurate coloring, and as far as the "tail rings" go, if you pay close enough attention you'd realize the picture cuts off just before the first ring.

Aside from the fact that Dr. Comet does not post copyright labels for ANY unoriginal characters on his cd's I don't believe this to be an attempt at a rip off character.

In the end though it really doesn't matter, Dr. Comet is very leanient about people posting his art anymore, due to the fact that piracy of his cd's are through the roof, and quite possibly because he hasn't posted said copyright labels, characters modified or not.
