It's not yuri. It happens towards the end of episode 2 of Aika R-16 where they are trying to learn who is attacking Aika and her friends and trying to kidnap one of them. Risako-sensei was one of the bad guys in the series. Ironically, she becomes one of the good guys in the sequel, Aika:Zero.
