Maybe the uploader or tagger(s) forgot to add the artist tag, not everyone is a grade A tagger.

Gelbooru in general and Pokemon uploaders have tons of shit taggers. Very often expects others to fill in the tags for them, will often not put source even when it's obvious they got it from a source, and won't add the artist even when the artist is in the database.
