From Best to worst

1. Guzma-...Ya Boi

2. Lusamine-First Female villain and does a fantastic job of being completely insane. The backstory Gladion gives about why she ended up that way was nice.

3. Ghetsis-Adopts N as a child and manipulates his worldviews to want to liberate all pokemon all so he can take over the world. When that doesn't work, he comes back and says "fuck this. Imma ice all yall"

4. Lysandre- Had an interesting story with his relationship with AZ and the Ultimate Weapon, as well as wanting to genocide everyone, but the rest of Team Flare being terrible and XY not getting another game to flesh stuff out hurts him a lot.

5. Cyrus- Wants to use the deities of creation to become a god of his own universe while destroying the old one. Haven't gotten far enough in Platinum to see if he gets fleshed out more.

6.Giovanni- The original. A mob boss acting as a gym leader. Doesn't have much of a story or development or anything, so outside of nostalgia, he's kinda lame

7. Maxie & Archie- "Hey let's help the world by unleashing a couple of ancient power houses to drastically reshape the landscape of the planet. Nevermind the fact that this could potentially destroy homes and everything else. Oh and the calamities. Don't forget the calamities! We're also gonna go around acting like a bunch of thugs while we're at it"

Giovanni does'nt get much backstory because the games where like this back then, but if you just think about it, he had the less insane and more likely to work plan.
Stealing mon', the most powerfull one, which is a lot in a world where everything works.with pokemon. you control the mon, you control everything (Ghetis plan was that logic pushed as it logical extreme)
large quantity of them (as one grunt mention 1000 mon transfered as casino prices)
Making money with the casino which also wash is dirty money (and pokemons) and cover a rocket base.
taking control of the region's electricity production by taking over the central.
taking over the biggest corporation of the region, thus gaigning access to their scientific ressource (you know, things like a 100 percent success rate 'ball)
Keeping a gym as a eventual back-up plan (which also mean that he get to meet the most promissive trainer of the region, and eventually recruit them, but that's going into speculation)
Without Red, he would be the wealthiest and most powerfull man in kanto by now.

I'm not saying Giovanni's bad, just that compared everyone else, I feel he's the least interesting.

Maxie and Archie are the only ones I consider outright bad.

Aw come on, Archie's a big lovable loaf and his plan being really dumb doesn't really detract from his appeal. He's basically a Saturday's morning cartoon villains, which works really well with Pokémon's overall tone. I'd put Giovanni and him just under Ghetsis, because Cyrus is just so bland and forgettable, while Lysandre has a pretty generic motivation for a JRPG and his team clashes so much with his goal, tonally.

Giovanni did get a bit more fleshed out when they introduced his son. Also, Team Rocket was more of a threat because Gen 1 didn't have as many Pokemon to choose from.

I always liked Archie and Maxie. You can't really judge them as individuals because they were designed to lead rivaling teams. They had equally extreme methods of creating their own "perfect world", but Team Magma was much more organized than the rough-and-tumble Team Aqua. Basically, Archie and Maxie managed to be both alike and different.

All the gee-wunner stupidity in this post is hard to handle. Giovanni was a shit villain with a shit team in a game with a shit story. Yes, Mewtwo is cool, yes mewtwo's story is cool, but no its not that interesting when compared to all the badass shit that the latter teams do/did/accomplished. Giovanni just exist to please gee-wunners and their nostalgia laden bullshittery.

Giovanni: In hiding, probably in plain sight, after all this time
Archie & Maxie: Reformed for the betterment of the environment, want to right their wrongs
Cyrus: Trapped [?] in the distortion world, possibly for all eternity since time doesn't flow, etc.
Ghetsis: Literally got so mad he went brain-dead
Lysandre: Presumably crushed in the rubble of his plan after he realized his mistakes/foolishness
Can't wait to see what happens to Guzma & Lusamine when I finish the storys of Sun & Moon. Wait why am I here then...
