Neither Flame Body or Magma Armor is a possible ability of Toucannon. Therefore, despite what's indicated in the gif, Toucannon is not useful as far as breeding mechanics are concerned.

@inky: No, but Toucannon does have the ability to heat up its beak, so lore-wise, it can use its beak the same way other Pokemon use Flame Body or Magma Armor to incubate eggs.
