She follows you everywhere by using max repels all of the time.

A bit contradictory though, since they only repel Pokemon that are lower than the level of the first Pokemon in your party (A great trick to get the best ones in the area). So if you don't have any Pokemon...they shouldn't repel anything...

Yea Nebby could have been at level 42 throughout the game until Lusamine forced it to level up.
