Since you're not really supposed to wear ties at the top of your neck (without strangling yourself), they go at the bottom of the neck, thus right.

I mean, to me it's not about where it is on the neck, it's about where it is in relation to the head(s?). It's true that you don't want the tie too high, but I'm of the opinion that too far from the neck looks just as (if not more) unprofessional. I prefer the left.
