Anon1 I dunno, it's possible, any time her arm isn't shown bandaged, it looks like it's made of blood red energy, so maybe she really is missing an arm. Alternatively, she could be like the x-men Rogue, and she's just got an arm infused with power and chooses to cover it up.

Velvet's arm got cut off by Artorius at the prologue of the game.
The daemon arm/claw materialized when she became daemon herself.
