I think the standard is if you don't show the crotch, then it's just an Ecchi-Anime.

I think of it like this:
Anime with a little Fanservice = Is NOT a Fanservice-Anime.
A Fanservice-Anime = Is an Anime where the FS is a frequent part of each episode, such as Pantyshots, Bouncing Breasts, light Sexually Suggestive innuendos, etc.
An Ecchi-Anime = Is an Anime that shows Nipples, Camletoes, Simulated Sex, Strong/Hardcore Sexually Suggestive innuendos, etc.
A Hentai = Everything Goes.
At least that's how I categorize it when I'm watching Anime!

I think it's from the last or 2nd to last episode. The reason you don't remember it is because this is from a rapid clip sequence, in which this clip shows for only about 3 seconds.

This was edited out of the american release. Even on the dvd/bluray of the show, this scene does not appear.
