The sound effects (chapu chapu) strongly suggest penile-vaginal intercourse and this artist has drawn futas before. Implied futanari tag exists for a reason.

On the other hand, implied futanari should be treated as not futa at all for other tags. Specifically, posts like this should be tagged "yuri" rather than "futa_with_female".
