Probably from an earlier generation or somethin'. The 3-tailed beast wasn't necessarily always without a jinchuriki.

yagura ( the 3 tailed jinchuruki) was just the last host of the 3 tailed beast, it was just extracted sometime before it shows madara got cuaght it in the wild, how it got lose, and who exctracted it idk though, since its shown that madara was controlling yagura for some time ( since he was the kage of his village) but as far as i know its never been said when, who, and how it got extracted from him, and why it was lose rather then sealed or put in another host.
