She seems to be a "Dragon Covenant" Follower that transformed.
Horns, Tails, Claws but the Face is unusually Humanoid what I think is due to the Artists preference.

The girl is actually the artist's OC named Minerva, who is sort of a 'child' to Seath the Scaleless and is in a relationship with the Mimic Chest. I am not joking about that last one, by the way.
