Questionable is the default rating. The WebM upload page doesn't allow uploaders to change the rating or add tags; they have to wait until after the image is already uploaded for that. That's why this was rated Questionable when you saw it (and why the only tags it had were webm and tagme).

Well, putting two different videos into one is probably a way of people trying to get around the "this site is for asian/japanese stuff" policy. If part of the video has an asian model, maybe nobody will care about the western model in the second part?
