No, it was just a wild Pokemon that Kukui befriended.

He let Ash have it because of the bond they developed. It always been shown interacting with Ash and Pikachu more than Kukui, so it only makes sense to make Ash its official owner.

Ash's old Pokemon do return every now and then. They've done the Oak thing since Hoenn because they don't want a repeat of Johto, where Ash's Johto Pokemon barely got a chance to shine because of his Kanto ones overshadowing them.

It's also worth noting that in the anime, the Pokemon are treated as characters with their own personalities and not just tools for battle. Trying to balance that many characters at one would be a nightmare.

Leaving the old ones at Oak's to focus on the new ones allows more spotlight and character development for them.

But the question remains. If Rockruff evolves into Lycanroc, which forme will it be? I realize it depends on whether you are playing Pokemon Sun or Pokemon Moon in the games, but what are the evolution rules in the anime?

Maybe the writers will take a liberty, and have it switch forms depending on the time, like an actual werewolf. I can see potential in giving it a sort of split personality. Moon version acts more berserk/wild, Sun is more noble/obedient.

Then again they might just have it not evolve, because of how loveable and popular it is.
