No one does. There's clearly a market for it but no one wants to be the one to make it or if they are they aren't given enough of a budget to make it good or are just a small group or single animator who has to do it out of their free time.
I also think we've spent more time animating violence than sex, so much so we have people being killed horribly in 3D animations nailed to an art form but sex still looks off cause animators aren't used to animating that.

One main reason of people not making "proper" porn games is because it would either have to be sold in some niche websites that allows 21+/sex stuff or in some small porn shops that somehow carries games here in the west.
Having to deal with multiple countries laws/regulations and reinforce them also makes it just not worth it over violence and slightly skimpy clothed gals that are more generic and easier to deal with across countries borders.
In the end the effort to payoff isn't there to make it viable.
