Hideous? maybe u exaggerate too much. She's not ugly, but she's not a knockout either. Not alot of guys like me holds such high beauty standards or sex appeal for girls.
If your an average looking girl she is seen as ugly in the internet where everyone is quick to judge based on appearence mostly when it comes to cosplay but IRL some nerds like myself wouldn't mind hanging out with her or even date her just as long she has nice "personality"

Cosplay based on source material. Only the internet makes Kasumi out to be a hot babe. In canon she is supposed to be a homely tomboy. The hot babes didn't hang around Satoshi until after they realized how big a hit the show was becoming. Honestly, I don't think she looks homely enough what with the lipstick and highlights.

Cosplay based on source material. Only the internet makes Kasumi out to be a hot babe. In canon she is supposed to be a homely tomboy. The vast majority of cosplay is lackluster. This is pretty much middle of the road stuff. Slapped together a reasonable resembling outfit, but hasn't done things like dye the hair the right color.
Though I think it's fair to say most guys/nerds/internetters would be drawn to everything below the neck in this picture.

the only problem is how it's photoshopped...it's the worst thing about cosplayers. they photoshop the eyes to look big, bug-like, and emotionless and they airbrush the skin to be so soft and blurry that it looks uncanny valley-ish. except the skin in this one isn't as badly airbrushed as many others

The greater majority of western "cosplayers" cannot cosplay for shit.
In comparison to asians, they put zero effort in and are very lazy about it.
The average female western cosplayer in particular most likely only dresses up to whore for attention or to participate in what they perceive to be nerdy geek culture.
