I suppose that you're technically correct due to the "tag what you see" rule.
Personally though I think that's a bit silly. In some cases the tag applies to some small, vague or partially obscured thing while the main focus of the image is something entirely different.
Technically it's correct, sure, but if you're looking for the tag and you find an image where it's some small thing in the background you feel a bit cheated.
