What kind of program would you use to make something like this? I'm kind of curious... I suppose it's a modified CG from a game, but how did they do it, without the original .psd?

To Ren: I'm not quite sure what program(s) you would need.
My guess would be Photoshop and some GIF maker.

I'm pretty sure its something like Adobe Flash or After Effects would do the trick. I've made mock up commercials using these programs and they can export gif animations to give you results like what you see here.
