Jojo this, Jojo that. Can't shit just be originally cool. You know, Team Rocket was inspired greatly by Dorombo and the other villain Trios from Time Bokan. Nobody references them though.

Not everybody remembers anime like Air Gear or Time Bokan, unfortunately. Everybody is "Jojo this, Jojo that" because Jojo is still fresh on the majority of audience's minds.

That being said, with the way the current animation team is handling the Sun and Moon saga, I wouldn't be surprise if some bits actually WERE inspired with Jojo in mind.

Jojo has always been an iconic and influential series in Japan. It is only now that the rest of the world is catching on. That said, I don't think this image is a reference.
