Nah, it's more of an ecchi comedy show. Though it gets weirdly serious at times. It's an odd one.

If you want the overview though: Angel girl (Hiyori) up there is a ghost of a girl who died before she could confess her love to Mitsuki's stepbrother. Because of this she's unable to move on and pass through the gates of heaven.

Mitsuki reluctantly agrees to help her, but it results in her being stuck in a magical chastity belt that fills up with energy every time Mitsuki has sexual feelings (especially towards her step brother, whom Hiyori loved). Every time the gauge fills up more steps are added towards a literal stairway to heaven that Hiyori needs to build in order to get her into heaven. Oh, and if Mitsuki doesn't help her fill it then it will result in both of their deaths. Until they both die or Hiyori moves on, Mitsuki's stuck with the belt.

So, yeah, it's a weird one.
