There was fan service of her as early as the second arc of the first series with her in the bath. Then again in the same arc on-board the boat where she is running around in just a towel.
They tried to do some in the second series but it was blocked by American investors. You can see elements of where they tried to though, like when Mimi falls down in her first 02 episode when she is being chased, and we almost get an upskirt shot when she uppercuts the Shitmon in that Digitamamon episode.

I feel bad for Americans, their morals are so weird and backwards... well at least their censors are. I mean someone rips the shit out of someone with a chainsaw with their entrails and blood spouting everywhere but as long as they don't swear or show a nipple while doing it is A-OK!
Not saying that doing a panty shot of an underage character in an anime is any better, but that double standard bullshit is what gets to me. Censor both or neither for christ sake make up your mind!
