No, it's нет, as in the Russian word for NO! It's usually pronounced nyet. This is based on a poster from the old Soviet Union CCCP. It was a post WW2 propaganda poster printed 1954 during the early Cold War era. The poster was made due to an increasingly alarming rate of alcohol consumption within the Soviet Union.
