sadly anon 2188046 that was the case a lot of the time in both the anime and manga and it wasn't really because she wanted to be they apparently needed a token fanservice girl and choice her negating the fact she was supposed to be the man character

Really? I always saw Lucy more as the narrator of the series while Natsu was the main lead.

And for what it's worth, Lucy's sex appeal is just as strong a weapon at her disposal as her celestial spirits are (Not that she actively tried to be the fanservice icon or even wanted the title in the first place..)
