Someone probably thought they could make a profit from this. Be it the girl herself, someone that tied her to the stall, or just some random guy who had his turn with the girl.

turn of the word. 1 time 100 yen means pay 100 yen before use. "use freely' means anything goes.

I take it as "use freely" meaning she's available to everyone. In any case, 100 yen is around a dollar, so it's not like she's losing much if someone doesn't pay.
