Hmm oddly similar pretty sure both Naoto and Lucina were also voiced by the same person too. Don't worry Naoto I won't let Lucina ruin my opinion of you.

Naoto and Lucina do not have the same voice in both English and Japanese. In Japanese Lucina is voiced by Yu Kobayashi and Naoto is voiced by Romi Park. In English Lucina was at first voiced by Laura Bailey but is now voiced by Alexis Tipton due to voice acting union nonsense, while Naoto has had three different English voice actors; Mary Elizabeth McGlynn in the Animation Dub, Valerie Arem from P4 Arena Ultimax onward and her most often praised voice from an anonymous voice actress in P4 original, Arena and Golden.

However you may be confusing the fact that Lucina and Rise also from Persona 4 have had the same voice as they were both voiced by Laura Bailey.
