The explanation is easy, she just came in where it's dry having just been out in the rain, the water that's there is what dripped off of her and the newspaper which she used as an impromptu umbrella in, what I gather to be, an unexpected downpour.
But ultimately, just like Anon #2219822, I'm here for the boobs, and large soaking wet ones at that.
