because videl is chichi's daughter in law thus making her family hence incest. you don't half to be related by blood for sex with someone to be considered incest, you just half to be part of the family, either through adoption or marrying into the family.

Incest (lat. incestus - “criminal, sinful”), or bloodmixing, is a sexual relationship between close blood relatives (parents and children, brothers and sisters). The concept of "close" in different cultures is defined differently. - (from Wikipedia). But logically, there is no incest in this image. For example, a guy has sex with his stepmother, they have a baby. Since both parents are not related by blood, their child will not have genetic disorders, so this will not be considered incest. If a guy has sex with his brother's wife, will that be incest? I think the answer is no. But then again, many can correct me, since the concept and designation of the word "incest" in all countries may be different.
