It's not a gif if it has video controls. Removed tag 'animated_gif'.

^ Please note that sometimes on this site a gif may be displayed as a webm in sample view while clicking the original file will show it's a gif. The tags should reflect the original file.

In this case however you are correct, this is not a gif.
