I can't read what is going on, but I'm guessing if the little ball in their mouths isn't being spun with their tongues then the toys inserted start to vibrate.

Rough translation from the fantia post explanation:

So once they get the candy ball dissolved, they can stop kissing and be free from the transmitter delivering overwhelming vibrations. I have to imagine the first thing they will do is drop their shorts and attempt to turn the vibe off.
