Pretty sure this is the divison fan art which is rare honestly, that game had so much potential in storytelling alone but fell incredibly flat. Anyway the only reason I assume this is because of the NY (new york) hats, the snow covered streets (game takes place and is set in winter months) and the men with the flamethrowers seems to represent one of the factions in the game which carry.. flamethrowers!

But yeah, pretty interesting art.
