someone should make a program in paint/photoshop/etc. that uncensores pictures and puts them back to how their supposed to be.

Do you have any idea how impossible that would be? No computer on earth could even recognize that mosaic as a vagina, much less intuit how it looked before. As far as I'm aware, uncensoring pics requires either drawing a new vagina based on the given material (and ending up with shit) or using a suitable "donor vagina" from a different pic and editing accordingly.
Computers really suck when it comes to identifying things based on sight.
