A person with a penis can be born with varying amounts of fore skin. So little that it can't be trimmed, as depicted in this picture, enough to extend far past the head. I'd be worried about masturbating like that though. If the fore skin is pulled back and cleaned, it can leave the skin raw and open for infection. Don't know about you, but the thought of having and infected penis doesn't sound to pleasent.
