I'm not really much of a "Tales of" fan, so could someone explain why the tags list two seiyuus but only three characters? (Laphicet plus the two Index/Railgun characters they're cosplaying as)

it's because it's two different version of Laphicet. One of them is reincarnated Velvet's sister son. And they are voiced by different seiyuus.
