If you were hoping for an explanation for why she's doing this, the dialogue won't help. The only clues are the images themselves and the post title of "A good girl on a date." Apparently she's totally willing to run around naked in public with this guy if he pays her to.
It would be nice to live in a world where this is possible for a girl to do.

My explanation is that this society has public nudity and sex fully legal. After all, molesting and raping on the train is also legal (as long as you do it during "molestation hours", for instance gelbooru.com/index.php?page=post&s=view&id=6942388). My explanation is that this society has public nudity and sex fully legal.
