Well, Hotaru/ChibiUsa is cannon, I can somewhat see her with Haruka or Michiru, but honestly, she's pretty much focused on ChibiUsa as her love interest, and you can see that most in the Sailor Moon SuperS manga, where she becomes saturn again after having a vision of ChibiUsa running off with Helios.
