Honestly, the amount of alternate outfits Chun-Li has could pale in comparison to Morrigan and Lilith with their ability to change their clothes and look which makes it kind of surprising why Capcom has figured a way to do that already. Put her in a game with many outfits and profit. Or is she too weird for a game with an electric green monster?
