Looking at the rest of the official art? Yup. That, and she comes from the Black Forest (as far as the translated content on ElWiki goes) and that's not exactly sunshine and rainbows.
It comes from knowing KOG as a game company. If she's not gonna be edgy, she's gonna be annoying from the complete opposite of the spectrum as a really squee-happy kawaii baby.
