Female breast sizes do indeed have that much variation. Oriental women in general tend to have smaller breasts, so this woman's breasts are perfectly normal for a woman. One source I found (from 2014) notes that Chinese women average an American A cup, Korean women an American AA cup, and Japanese women average between American A and B cups. Cup sizes in all three countries are basically upgraded one size, probably to help women who are insecure about having small breasts have more confidence. (For example, that average Korean woman wears an A cup in Korean measurements.) But that's _average_ sizes, so there are also women with breasts smaller and bigger in all three countries.
This young woman's posted a lot of pictures online, always hiding her face in the ones I've seen, but she's definitely a woman, not a little girl. And like Anon4 said, the Photoshopping helps her look younger than she is.
