Actually the ORIGINAL dialogue here is about how committed Goku is to being a Neet [16 to 34 year old jobless man] and since Vegeta too, does not work, he compliments Goku for saying so to Chichi. The part with Vegeta is also another parody of a different scene in DBZ when Goku says he'll fight Kid Buu without the Potara earrings. The translation here [the Goku part anyway] is part of a comedy sketch from Pablo Francisco. Hope that clears up any confusion left here :]
