They don't hate eachother, it's more of a sibling rivalry sort of thing since they live so close to eachother. Heck it's kinda like two sports fans where one 1 likes one team, and the other likes the opposite team.

Despite being culturally very intertwined, France and England have a long history of genuine hatred.

After the napoleonic wars, countless small and independant germanic feudal states united under the Prussian crown, becoming a powerful european influence. That's when France and England realized the thought of the Kaiserreich dominating continental europe is even more appalling than working with the French / Brits. So they did.
WW1 really cemented their alliance due to them both sacrificing many, many soldiers fighting at the German western front. Similar story with WW2.
That's why nowadays, it's mainly a cooperative, friendly-rival relationship with a healthy distaste for each others kinks.
