If Nami didn’t have her head sort of turned to maybe suggest that she’s teasing the viewer by conveniently hiding her body from them with the towel whilst being completely naked, it’d look like she was flashing Robin and that they were about to get it on.

Even then, I’m still not entirely sure that the latter isn’t the case because Robin looks like she’s ready to take this girl to bed.

If Oda ever came out and said that Robin and Nami were sleeping together because no one else on the damn ship (other then Sanji) even knew what sex was, I wouldn't be surprised.
