This will just need more advanced genetic engineering aided by supercomputers. Such genetic engineering will need regulations in place to prevent its misuse.

Robot girls would be way easier to create than genetically engineered monster girls. Also, no bioethics regulation concerns. If we make them to be on top of the "cuteness hill", rather than trying to cross the uncanny valley and look like humans, they will cost less, too. I think they will cost as much as a midsize motorcycle (between 5 and 15 thousand USD on average); more or less depending on features.
