As the commissioner, allow me to explain. This is not a case of getting back at a bully whatsoever. The guy who said "Masturbation" has it more-or-less right. They're experimenting with a new fetish after one of them (19090, to be specific) "volunteered" to be the guinea pig. ("Volunteered" in this case meaning she was the only one who didn't immediately try to deny in tsundere fashion that she thought it might be worth investigating further when they found it on the internet.)
