Real mermaids almost certainly would go around topless. Humans are the only known creatures that developed complex about their bodies, and even humans originally made clothes as means of protection, not for pointless modesty. Underwater clothes would be nothing but inconvenience, so it is unlikely sentient underwater creatures would develop concept of modesty.
